List of Defalcations made good during the past 15 years.
1. In 1893. On account of embezzlement by Mr. Alves, a Clerk in the Treasury, the Treasurer, Mr. Mitchell-Innes, was fined a sum of $1,000.
2. In 1904. Lo Hi, Shroff in the New Territories, embezzled $929.20, which amount was made good by his sureties.
3. In 1906. Ip Wai Lam, Shroff in the New Territories, embezzled $3,321.78, $500 of which was refunded by his sureties.
4. In 1907. Ng Fung Fu, Shroff in the New Territories, embezzled $1,082.15. The full amount embezzled has been paid.
Cost of system now in force to Government and to Officers themselves.
A. To Government. Nil (directly.)
B. To Officers secured by Bond furnished by approved Guarantee Association. $475.50 annually.
C. To Officers secured by personal bond with two sureties. Nil except in the case of certain Chinese Shroffs who pay in cash or in presents from 1% to 2½% annually of the amount of the bond.
D. To Officers who give security by Deposit Notes in the name of the Colonial Treasurer. No expense.
